📱 Have you heard of HB 1481?

This new law could affect how your child uses personal technology at school. Not sure what that means? Learn how Tomball ISD is addressing this change and what it could mean for your student.

As we prepare for a successful 2025-2026 school year, we want to make you aware of a new state law, House Bill 1481, which was recently passed by the Texas Legislature. This law requires a policy that reflects the law that limits student use of personal communication devices while on school property during the school day. This includes cell phones, smartwatches, tablets, earbuds, and any other device capable of digital or telecommunication. In addition, the law requires disciplinary measures for students who violate the policy.  The purpose of this legislation and the district's commitment to this policy is driven by the need to: Enhance Focus on Learning: Minimize distractions from personal devices to promote better instruction and academic growth. Promote Positive Peer Interaction: Encourage face-to-face communication and collaborative interactions among students. The requirements of the law go into effect on the First Day of School. Specifically, in Tomball ISD, we will be practicing Off and Away for the Day. Students will be required to store their devices in their backpacks or in a safe location during school hours. Please note these Key Policy Changes for 2025-26: No Visible or Used Cell Phones or Personal Telecommunication Devices: Student devices are prohibited during all school hours (first bell to last bell). Impact on Secondary Campuses: This change will be most significant for secondary campuses. Our Board of Trustees was forward-thinking and already actively reviewed cell phone usage to decrease device distraction during instruction. However, the state's new requirement necessitates a stricter, uniform approach for all levels. Exceptions are provided for students covered under a Section 504 plan or an Individualized Education Program (IEP) that includes cell phone access as an accommodation. Access will be permitted as outlined in their individual plans.
